Implemented in 1996 ,the Manitoba program is the
oldest PNP program in Canada . In recent years the Canadian Government has entered
into bilateral agreements with eight provinces and
one territory allowing these governments to nominate
a pre-determined number of persons annually to
become permanent residents of Canada whose job
skills can be matched with the skilled worker
shortages in that province.
Acquiring permanent residence under Canada’s
skilled worker program, the largest component of
Canada’s immigration programs, falls under the
federal domain. And with current backlogs of 800,000
applicants under all categories at Canadian missions
abroad, processing delays often exceed the
expectations and objectives of applicants and for
Canada’s human resource managers. Delays in visa
issue at Canadian visa offices abroad in the
leading source countries for immigrants to Canada
including China, India, Pakistan and the Philippines
routinely surpass five years in processing time
under the skilled worker program.
Such realities are prompting potential applicants to
explore provincial nominee programs as a possible
answer to long processing delays to Canada.
In some instances persons who are otherwise not
qualified for admission under the Federal skilled
worker program, may qualify for admission to Canada
under a PNP and may even qualify for a temporary
work permit in the interim, allowing for early entry
to Canada for the applicant and their accompanying
dependants.
For the provinces where immigration programs are not
employer driven but are intended to increase
population, such as Manitoba and Quebec, processing
delays are routinely untenable.
Second, when faced with the option of applying for
permanent residence under a PNP program or the
Federal skilled worker program, the benefits of
“expedited processing” all things being equal, do
not outweigh the convenience to submit federally.
Unlike Quebec there is no processing fees required to be
paid to the Manitoba Government for processing
application.
HOW TO GO ABOUT.
There are 4 ways through which you can qualify for
the Manitoba Provincial Nomination program.
Manitoba Employer Direct Stream
Applicants must be able to demonstrate that
they will settle permanently in Manitoba, and have a
pre-approved job offer from a Manitoba employer
who:
ü Has been unable to fill the position with a Canadian citizen or
Permanent Resident;
ü Is offering full time, permanent position; and
ü Offers compensation consistent with regional wages
and existing collective bargaining agreements.
Basic requirements:-
a) Employers who apply for pre-approval of job
offers demonstrating they have made a genuine effort
to recruit in Canada for the position and are
offering a suitable wage package.
b) Applicants who have a pre-approved job offer as
well as the training, work experience, licensing or
accreditation and language ability required.
c) Job must be on Occupational Requirement List.
Manitoba International Student Stream
Applicants must:
ü Have graduated from a post-secondary program in
Manitoba;
ü Have successfully applied for a post-graduation work
permit from Citizenship and immigration Canada; and
ü Be currently working in Manitoba and have received a
full-time, permanent employment offer from their
employer.
Manitoba Family Support Stream
Applicants must have an Affidavit of Support
from a close relative living in Manitoba (a parent,
child, sibling, cousin, niece/nephew, aunt/uncle, or
grandparent), and must meet the following minimum
criteria:
ü Application is between the age of 21 and 49;
ü Have a minimum of a 1 year post-secondary education
or training program and received a diploma,
certificate or degree;
ü Have a minimum of two years work experience over the
past five years; and
Have sufficient language skills to be employable
upon arrival in Manitoba.
Manitoba Community Support Stream
Applicants must have a Letter of Community Support
from an established community organization, and must
meet the following minimum criteria:

Be between the age of 21 and 49;
-
Have a minimum of a 1 year post-secondary
education or training program and have received
a diploma, certificate or degree;
-
Have a minimum of two years work experience over
the past five years; and
-
Have sufficient language skills to be employable
upon arrival in Manitoba.
Manitoba General Stream
If you do not qualify under the Priority Assessment
stream, you may be eligible for the General Stream,
which works on a points system. Points are awarded
for age, education, work experience, language
ability and adaptability. You also must provide one
of the following:
ü Proof of a close family member in Manitoba
ü Two Affidavits of Support from distant relatives or
close friends in Manitoba;
ü Evidence of a completed education program in
Manitoba (non-language training) or;
Proof of at least six months previous full-time work
in Manitoba.
After concluding the pre-approval process, the
candidate submits an application for PNP nomination.
Once a PNP nomination certificate is issued, the
candidate can then apply for a Work Permit without
the requirements of obtaining a labour market
approval (LMO).
On successful selection of the candidate the
Manitoba Government will issue Selection Certificate
to the candidate and eligible dependent family
members. After receiving selection certificate the
candidate is required to apply to the federal
government for getting visa.
As per the requirement of the Manitoba Government
the candidate is required to stay in any of the
areas of Manitoba. |
